Village of Owego Police say they caught a Newark Valley man in the act of breaking into a building.

In its weekly activity report March 7, Police said they arrested 38-year-old Michael Zatlukal on felony counts of Burglary, Criminal Possession of Stolen Property and Grand Larceny for the break-in at a building on Elm Street.

Zatlukal is also charged with misdemeanor counts of conspiracy and possession of burglary tools.

He was turned over to the Tioga County Sheriff’s Office for arraignment.
