An apartment project may be planned for the former Binghamton City Hall building, which has been used as a hotel in recent years.

The structure with entrances on State and Collier streets was built in 1897.

The property was sold to Walls of Constantinople LLC, which is based in Westchester County.

Records show it was acquired for $1.8 million, which was $350,000 more than its selling price less than two years earlier.

Construction crews were busy doing some repair work inside the building over the past several weeks.

Despite the activity, signs remain posted stating the "dwelling has been condemned as unfit for human habitation."

People familiar with the property have said the new owners are considering turning the historic structure into an apartment complex. Efforts to reach representatives of the owners in recent weeks were unsuccessful.

Mayor Richard David said he's pleased with the prospect that more housing may become available downtown. He said the property may provide "a new opportunity for someone with vision" and financial resources.
