A woman who has been identified as the girlfriend of the Binghamton police chief faces charges after a dispute in the village of Johnson City.

Authorities said 44-year-old Susan Rice was arrested Monday after she was interviewed by detectives in connection with the incident that occurred on Friday.

According to Johnson City police, Rice was charged with endangering the welfare of a child, a misdemeanor. She also faces violation counts of trespass and second-degree harassment.

Village police officers had been sent to an Ackley Avenue residence to investigate a reported argument. Police determined that the complainant's son, who is 16 years old, and his 18-year-old friend had been on the porch.

While on the porch, a verbal dispute started with Rice. Police said she walked onto the porch and punched both teenagers.

The 16-year-old boy then struck Rice in the face, which caused her to fall to the floor. Police said Rice received medical treatment for undisclosed injuries. The teens were not hurt.

Rice was issued an appearance ticket for Johnson City village court.

A short video recording of a portion of the incident was posted to social media. Binghamton Police Chief Joseph Zikuski - who was off-duty - could be seen assisting Rice after she had fallen to the porch floor.

After viewing the video, Binghamton Mayor Jared Kraham announced Zikuski had been placed on administrative leave while the matter was being reviewed.

John Ryan, Binghamton's assistant police chief, is serving as the acting chief while Zikuski is on leave.
