The stay-at-home requirements were already lifted in the counties that had moved into the yellow or green phase but the order will be lifted for the counties still in the red phase.

In northeastern Pennsylvania, Bradford County is already in the green, least restrictive phase.  The upgrade May 29 allowed in-house dining and bar service and more retail, but with restrictions regarding physical distancing, hygiene and cleaning and personal protective equipment.  Hair salons were also allowed to reopen.

Susquehanna County just moved into the yellow phase that allowed some limited retail and the lifting of the stay-at-home orders but hair salons and barbershops are still not allowed to resume operations.
