
Unusual Death at Broome County Jail Sparks Major Investigation
The Broome County Sheriff’s Office says a 54-year-old incarcerated man was found unresponsive in his bed around 6 AM on Monday, December 8, 2025.
The man, identified as William R. Warnock Jr of Binghamton, had been scheduled to receive a shaving razor he requested the day before. When he did not get up from his bunk, corrections staff entered the cell and found him unresponsive. CPR and an AED were used in an attempt to revive him, but efforts were unsuccessful, and he was pronounced dead at 6:32 AM.
Sheriff Calls Circumstances “Extremely Unusual”
Sheriff Fred Akshar described the circumstances as “extremely unusual” and emphasized that Warnock had shown no signs of medical issues or concerning behavior in the days leading up to his death. According to the Sheriff’s Office, Warnock had not reported any medical symptoms recently, and his only treatments in recent months were for dandruff and dry skin.

Multiple Agencies Launch Full Review
A full autopsy is scheduled to be performed by the Broome Medical Examiner’s Office on December 9. In addition, the Correctional Facility has opened a complete internal investigation and is cooperating with both the New York State Attorney General’s Office and the New York State Commission on Corrections for an external review of what happened. Officials say transparency is a priority, and findings will be shared with the public once the investigations are complete.
Why Warnock Was Serving Time
Warnock entered the Broome County Correctional Facility on June 27, 2025. He was serving a sentence related to robbery and menacing charges connected to the City of Binghamton Police Department.

Previous Death Still Under Internal Investigation
This is the second death at the Correctional Facility since 2023. The previous incident occurred on October 8, 2025. Results of that autopsy and toxicology report have already been provided to the family of the deceased, and Sheriff Akshar expects to release those findings publicly once the internal investigation is completed.
