Binghamton Housing: 288-Unit Clinton Street Project Moves Forward

Hundreds of apartments are to be built in Binghamton's First Ward in a massive project that's been in the works for years.

The new 288-unit housing development is to be constructed on a six-acre site on Clinton Street between Jarvis and Hudson streets.

Part of the property once was occupied by a Broome County DMV office. That building was demolished in 2019.

The Broome County Industrial Development Agency Wednesday accepted an application supporting financial assistance for the project. The affordable apartments are to be developed by the Metro Group of Long Island.

The project is to be constructed in two phases. The first phase calls for the creation of 178 apartments "designed for working families and individuals."

The building would include 17 "dedicated supportive housing units" for people with developmental disabilities. On-site services would be provided by Spingbrook.

Another 110 apartments and 4,500 square feet of commercial space are to be developed in the second phase of the project.

The project has been dubbed "Vanguard Village." The first building is to be known as The Hudson and the second will be called The Prospect.

Plans call for Vanguard Village to be an all-electric development.
