The Endicott village board is to hold a public hearing on a proposed local law tied to a lithium-ion battery recycling facility proposed at the Huron Campus.

SungEel MCC Americas wants to set up the plant in a Clark Street building at the former IBM manufacturing complex.

Monday night's hearing will be on a measure that would permit recycling facilities in industrial zones in Endicott.

Mayor Linda Jackson said the proposal would add "strict guidelines" on recycling in sections of the village zoned "industrial." She said recycling operations have been permitted at the planned site for the new facility dating back to when it was used by IBM.

Jackson said the company does not need village approval to move forward with the proposed battery recycling operation.

State environmental regulators have granted a necessary permit for the $23 million project. It would be located in a building directly across from several Robble Avenue homes.

Project opponents have expressed safety and environmental concerns related to a facility operating in a residential neighborhood.

The public hearing on the zoning measure will be held at 7 p.m. Monday. Due to the coronavirus pandemic emergency, residents will not be permitted to attend the session. It will be viewable using a link which will be posted on the village of Endicott website.
