After a review of the latest coronavirus data, Governor Andrew Cuomo has announced that more businesses can reopen in five upstate New York regions.

During his COVID-19 briefing Friday afternoon, Cuomo said the second phase of getting the economy moving again can begin in the Southern Tier, the Finger Lakes and other areas where there have been relatively few infections.

Broome County Executive Jason Garnar and other local government leaders reacted angrily after they learned Thursday night that the start of the next phase was being delayed.

Cuomo said he wanted "to make sure the data was reviewed by all the experts" before allowing the reopening to move forward.

The governor dismissed the delayed authorization, suggesting it made little difference whether the authorization came in the morning or the afternoon.

Some barbershop and hair salon services, along with office-based jobs and real estate services are to be permitted in the second phase.

Dine-in and on-premise restaurant and bar service continues to be prohibited. Movie theaters and "places of public amusement" also remain closed.
