A coalition is to be created to review the Binghamton Police Department's policies and procedures.

Mayor Richard David Monday said the action was in response to Governor Andrew Cuomo's executive order directing local governments to promptly consider police reform measures.

Cuomo is mandating a comprehensive review of existing practices for all police departments in New York state.

David said his office is preparing to set up a stakeholder coalition that will include members of the police department, non-profit and faith-based community groups and residents.

The mayor said representatives of the Broome County district attorney's office and public defender's office also will be part of the group.

David said there will be opportunities for public input as the city develops an "action plan" as required by the governor's order.

The proposal eventually will be presented to City Council for approval before the April 1 deadline set by Cuomo.
