New York State’s 2021 budget is on the books, one week after the start of the fiscal year.  The Senate and Assembly approved the $212-billion plan April 7, a day after legislative leaders and the governor announced that an agreement had been reached.

Broome County Executive Jason Garnar said he had concerns about a possible lowering of the amount of revenues counties would get from casinos but says he has since heard from Assemblywoman Donna Lupardo that there are provisions to keep the County from taking a revenue hit from reduced taxes on casinos like Tioga Downs. The budget deal had called for a chance for casinos to cut their state tax rate from 37 to as low as 30 percent.  Prior to the pandemic shutting down Tioga Downs and other casinos and race tracks like it, Broome County had been getting about $4-million a year in revenue from the business.

Garnar says, while he has not had an in-depth look at the state spending plan, he is encouraged by the big increase in spending on mental health programs, education and money coming to localities to continue the fight against the coronavirus pandemic.
