A Chenango County couple is accused of animal cruelty.

Sheriff’s officials say 23-year-old Monica Towndrow and 26-year-old Matthew Spicer, both from the Village of Oxford were charged following the discovery of an abandoned and neglected American Bulldog in the Town of North Norwich.

The emaciated dog was found with sores all over its body abandoned in the Whaupaunaucau State Land by a citizen and it was taken to a veterinarian in Norwich for treatment.

Sheriff Ernest Cutting Junior says the dog, “Hope,” is recovering.

Towndrow was arrested September 12 and charged with cruelty to animals and providing a false statement for allegedly trying to conceal the dog’s whereabouts the day it was found on State Land.

September 16, Spicer was arrested for cruelty to animals in connection to the condition of the dog at the time of her discovery.

Authorities say the investigation is continuing and more arrests are expected.
