What is is lately about some who don't understand the concept of moving over when there is an emergency vehicle on the side of the road?

I've seen it much too often lately. According to the New York State Thruway Authority website, the law states:

"As soon as you see lights, vests or reflectors, check traffic around you, slow down and move over if safe to do so.
Drivers must use due care when approaching an emergency vehicle or hazard vehicle including police vehicles, fire trucks, ambulances, construction and maintenance vehicles and tow trucks.
The Move Over Law applies to both sides of the roadway, not just the shoulder on the right."

Well, apparently someone didn't get the memo. Or should I say an animal didn't get the memo. This photo was taken by the New York State Police in Allegany County and posted on the New York State Police Facebook page.
