The Sheriff's office reports Strong was arraigned before Justice Myers of the Town of Barton Court and was remanded to the Tioga County Jail without bail.

Strong is scheduled to appear in the Village of Owego Court in front of Justice Boland at a later date.

The information also did not include how the drugs were discovered during the stop or why Strong's vehicle was pulled over early on Monday morning.

West Avenue appears to be a largely residential area on a street that intersects with Route 96 (North Avenue) and runs parallel to Adaline Street and Talcott Avenue.
