The National Weather Service is advising of possible flash flooding in poor drainage areas with heavy rain forecast ahead of a slow-moving cold front.

A Flash Flood Watch is in effect until 1 a.m. September 24 for parts of the Twin Tiers including Broome, Tioga, Delaware, Susquehanna, Wayne and Bradford Counties. Chenango, Tompkins and Cortland Counties are not included in the Watch area.

The National Weather Service office in Binghamton says the frontal boundary is expected to bring a period of moderate to heavy rainfall to the area with embedded thunderstorms also possible.

The projected rainfall amounts range from one to three inches but locally higher amounts are possible, especially in downpours associated with thunderstorms.

Heavy rain can cause pooling of water on roadways and flooding of those problem underpasses.

Wind could also be an issue, although forecasters had backed off from projected wind gusts approaching 30 miles per hour that had been part of the forecasts issued September 22.  Now NOAA says wind is forecast for 13 to 17 miles per hour, dying down for Thursday evening.

Residents are advised to stay up to date on changing conditions and be aware there could be detours around flooded out sections of road. Motorists should also be prepared for pooling of water that could result in hydroplane dangers.  Water across roads and pooling of rain can be hard to see at night.
