DWI and Traffic-Related Charges Lead the Weekly Report

Morgan P. Brower, 36, of Chenango Forks, was charged with two counts of aggravated DWI, two counts of child endangerment, and driving while intoxicated following a traffic stop in the Town of Chenango.

Roger V. Guanuchi Castillo, 23, of Endicott, was charged with driving while intoxicated and operating a vehicle with a BAC over .08 following a DWI investigation in the Town of Union.

Jessica C. Laurence, 37, of Johnson City, was charged with driving while intoxicated following a traffic stop in the City of Binghamton.

Tyriss C. Hughes, 47, of Binghamton, was charged with driving while intoxicated, resisting arrest, and obstructing governmental administration following a traffic stop in the city.

Controlled Substance Charges Filed Across Multiple Towns

William J. Derose Jr., 77, of Windsor, was charged with criminal possession of a controlled substance following a traffic stop in the Town of Dickinson.

Angel M. Kiekel, 44, of Bainbridge, faces the same charge following a traffic stop in the Town of Colesville.

Ronald J. Muckey, 39, of Binghamton, was charged following a narcotics investigation in the Town of Kirkwood.

Justin J. Smith, 41, of Owego, was charged following a traffic stop in the Town of Union.

Jamie L. Whitmore Jr., 31, of Smithville Flats, was charged following a traffic stop in the Town of Colesville.

Two Charged With Resisting Arrest in Separate Broome County Incidents

Jessica A. Avery, 43, of Owego, was charged with resisting arrest and obstructing governmental administration in the second degree following a traffic stop in the Town of Union.

Gregory R. Panko, 56, of Binghamton, faces the same two charges, along with multiple traffic violations, following a pursuit in the City of Binghamton.

Windsor Man Faces Felony Charges Following Sex-Related Investigation

Thomas E. Birtch Jr., 58, of Windsor, was charged with unlawful surveillance in the second degree, a felony, along with child endangerment and forcible touching, both misdemeanors, following an investigation into a sex-related incident in the Village of Windsor.

Larceny Charge Filed in the Town of Chenango

Jumal D. Flow, 55, of Unadilla, was charged with petit larceny following a larceny investigation in the Town of Chenango.
