Broome County Executive Jason Garnar’s proposed 2027 budget includes an eighth straight cut to the County property tax rate, more help for seniors, new child care funding, and more than $60 million for infrastructure projects.

Garnar delivered the 2027 Broome County Budget Address at the Vestal Senior Center. He said the plan is meant to keep the County affordable while continuing investments in housing, public safety, emergency services, and roads and bridges.

Broome County 2027 Budget Cuts Property Tax Rate Again

The proposal calls for an eighth consecutive cut to the Broome County property tax rate. According to Garnar’s budget address, the County tax rate would be more than 24 percent lower than it was in 2018.

The proposal also increases the senior property tax exemption. That is meant to help older residents remain in their homes as costs continue to rise.

Broome County Budget Includes $1M Senior Affordability Initiative

Seniors are a major focus of the proposed budget. The plan includes a $1 million Senior Affordability Initiative that would support senior safety, volunteerism, and food security.

The County Executive delivered the address at the Vestal Senior Center, surrounded by seniors, department heads, elected officials, and community leaders. The County’s announcement says Garnar focused on balancing today’s needs with the County’s long-term financial health.

Broome County Universal Daycare Pilot Receives $1.5M

The budget includes a $1.5 million County investment in a new Universal Daycare Pilot. The proposed investment is intended to expand access to affordable infant and toddler care in Broome County.

Child care is one of several affordability-focused items outlined in the 2027 Budget Address.

Broome County Small Community Fund Gets $500K

The proposal includes $500,000 for the Small Community Fund. The 2027 Budget Address identifies it as one of the County’s planned investments for next year.

Broome County 2027 Budget Invests $60M in Roads and Bridges

More than $60 million in capital investments are included for roads, bridges, public facilities, and other infrastructure projects throughout Broome County.

The County’s budget address lists infrastructure as one of its major investment areas for 2027.

Broome County Budget Supports Housing and Public Safety

Garnar’s proposal also continues County efforts involving homelessness and housing, public safety, and emergency services.

The address lays out the priorities that would guide the proposed 2027 budget as it moves through the County Legislature’s review process.

What Happens Next for Broome County’s 2027 Budget

The County Legislature still needs to review the proposed budget before it can take effect. The Legislature’s Finance Committee reviews the County Executive’s recommended budget and may recommend changes before the full Legislature considers it.

The county has a population of about 200,000 residents, with a quarter of them (50,000) living in and around the county seat of Binghamton.
