The driver of a speeding car involved in a deadly crash on Binghamton's West Side has been arrested.

Authorities say 22-year-old Elijah Burnside of Binghamton was charged with second-degree manslaughter in connection with the collision at Leroy and Chapin streets.

Investigators say a 2016 Honda Civic operated by Burnside went through a stop sign and slammed into a 2015 BMW driven by 70-year-old Ronald Phetphongsy of Binghamton.

A police officer performed CPR on Phetphongsy, who was pronounced dead at a hospital a short time later.

Four passengers in the Honda were taken to Wilson Medical Center and Lourdes Hospital for treatment of what were described as non-life-threatening injuries.

Investigators say Burnside was driving southbound on Chapin Street at a high rate of speed before his vehicle crashed into the BMW.

The BMW careened into the porch of a two-story apartment house on the southeast corner of the intersection.
