Winter Storm Stella has arrived and is expected to dump 8-14 inches of snow on the Southern Tier today, 2-5 inches tonight, and another 2-4 inches on Wednesday. If you're doing the math, we could see around 22 inches of snow by the time it's over if we get the max amount each day. As Winter Storm Stella bears down on us, there are a few things you should know.

    New York State of Emergency

    According to the Broome County Office of Emergency Services, Governor Andrew M. Cuomo has declared a State of Emergency across all of New York due to this storm. A State of Emergency is declared by a governor when he believes that disaster has already happened, or that it might happen. By issuing a State of Emergency, the governor is able to get help to local government officials faster. It allows the governor to dispatch help, shelter those who may need shelter, evacuate those who may need evacuation, etc.

    Many people believe this declaration means they should bunker down and stay where they are. While it might not be the best idea to travel during Winter Storm Stella, the State of Emergency doesn't mean you can't travel. Travel bans are almost always issued at the county or local level. In Broome and Chenango Counties, a Travel Ban has been placed.

    Pennsylvania State of Emergency

    Like New York, Governor Tom Wolf has declared Pennsylvania to be under a State of Emergency. To learn what a State of Emergency is, see above.

    City of Binghamton Government Offices Closed

    Mayor Rich David has closed all non-critical City of Binghamton offices, including Binghamton City Hall and First Ward Senior Center, for Tuesday, March 14th.

    Endicott Parking Restrictions

    If you live or work in Endicott, you should know that parking is not allowed on any highway in the Village of Endicott after 3 or more inches of snow, unless otherwise noted. Also, there's no parking allowed after 3 inches between 9am and 12pm in village municipal lots and other streets that are marked by signs.

    Because of the winter weather, the local government in many communities are asking you to keep your car off the streets including, Binghamton, Endicott, Johnson City, Port Dickinson, Town of Binghamton, Town of Union.

    City of Binghamton Trash Pick-Up

    According to our news department, because of Winter Storm Stella, City of Binghamton trash collection is canceled for Tuesday and Wednesday, March 14th and 15th.

    Trash Collection this week will be as follows:  if your trash was supposed to be picked up today or Wednesday, it will now be picked up on Thursday. If your trash was supposed to be picked up on Thursday, it’ll now be picked up on Friday. If your trash was supposed to be picked up on Friday, it’ll now be picked up on Monday.

    Winter Storm/Blizzard Warning

    A winter storm warning is in effect for all counties in the Southern Tier until 8pm on Wednesday, March 14th. A blizzard warning is in effect for Delaware, Sullivan and Wayne Counties through late today.

    A winter storm warning means to expect snow, sleet, freezing rain, ice, etc. A blizzard warning covers the same things as a winter storm warning, with the addition of massively strong winds.

    Broome County Transit Detours

    If you ride the bus, you need to know that there are some detours on the Broome County Transit line. You also need to know that the BC Country Rural service is canceled. These are the Broome County Transit detours:

    3 Park Ave., - Busses will travel as far as South Washington to Morris, and then use Morris to Park Ave.

    5 Vestal- BU classes are canceled and that means no BU Helper buses.

    7 Clinton St.,- No service on Glenwood Road, Legacy Bay, BOCES, or BDC.

    9 BU Advantage- SUNY Broome is closed, the bus will not run.

    15 Leroy St.,- BU classes are canceled- no BU Helper buses.

    16 BU Express- BU classes are canceled, the bus will not run.

    17 Johnson City- No service on Glenwood Road, Legacy Bay, BOCES, or BDC.

    47 Vestal- No service in Campus Plaza, South Jensen Road, Burris Road, or Rano Boulevard. If you live in the apartment and residences behind Parkway Plaza, you're asked to catch the bus by Target.

    Chenango County Travel Advisory

    Chenango County has issued a Travel Advisory until 6am on Wednesday, March 15th. This means that hazardous driving conditions are a very real thing and that if you absolutely don't have to be on the road, you shouldn't be. Additionally, the Chenango County Office Building will be closed all day on Tuesday, March 14th.

    Broome County Travel Ban

    In a press release sent to our news department, Broome County has declared a State of Emergency and a Travel Ban. What this means is that unless your job states specifically that you are an essential employee, you are not to drive on the roads until further notice.

    The Washington Post has a fantastic resource which better explains what an essential employee is. However, if you're not sure if your job position is an essential one, it would be best to reach out to your human resources or business department.
