According to 'The Wall Street Journal,' the Justice Department has been secretly gathering and storing millions of records about U.S. cars and drivers. The program tracks license plates and is managed by the Drug Enforcement Agency.

According to 'The Atlantic,' the system was originally created to help the Drug Enforcement Agency seize assets related to drug traffickers. That's not all they track, though.

With this program, the database can also track suspicious activity including kidnapping, rape and killings.  According to the Justice Department, the program complies with federal law.
