American Horizons Group of Vestal plans to build the rental project on property north of East Franklin Street.

The $8.5 million development will be known as Skye View Heights.

Developer Monarco DiFrancesco has said the units will be marketed to people over the age of 55.

A two-unit structure previously constructed on East Franklin Street will be part of the project. DiFrancesco said he completed work on that building after it had been started by another developer.

Endicott Mayor John Bertoni said he regularly stops by the project site to monitor the progress. He said it appears some retention ponds will have to be put in to deal with water runoff from the hillside.

Bertoni said he hasn't heard any complaints from nearby residents since site preparation work began.

It's not known when the first of the new rental units will be ready to be occupied.

Tax incentives for the project were approved last February by the Broome County Industrial Development Agency.
