More than 60 blackjack tables were delivered to the Town of Nichols facility Monday morning.
Slot machines and card tables had arrived at Tioga Downs in recent weeks.
State regulators last week finalized the official rules for table games at New York's casinos. Tioga Downs is expected to be the first of the new casinos to start operating.
Tioga Downs employees must be granted licenses before the casino can open.
State voters three years ago approved a constitutional amendment authorizing casino gambling.
Although Tioga Downs owner Jeff Gural was a strong supporter of the ballot initiative, his Tioga County property was not included among the first casino sites authorized by state regulators.
Tioga Downs submitted a new casino proposal when the process was reopened to allow a second chance for applications at Southern Tier sites.
