Six months ago, the mayor announced an effort to deal with more than $1 million in unpaid parking tickets. He said the city in October would publish the identities of those who had not paid up.

Speaking on WNBF Radio's Binghamton Now, David said there were some "legal things" that had to be addressed before the names could be released. He said the city now has "the green light to go ahead."

The mayor said it was unrealistic to expect to recover all of the amount owed from those who have ignored parking tickets. But the city plans to hire a collection agency to go after the money that still has not been paid.

David said some people took advantage of a 30-day program that offered a break for paying outstanding balances. But most people still refused to come up with what they owed.

The mayor said there are some people who owe more than $1,000 in parking fines and penalties.

David said the names of those who haven't paid will be posted on the city website.

The mayor conceded "there are some people that will probably continue to thumb their nose at the city" but he believes it's important to do everything possible to collect the money.
